Temporary Budget-line use is common. Afterwards you remove them or switch them off. Purchase or lease is discussed per case.

Is Spoorzone hospitality too intensive for the Budget line?
That depends on visitor numbers and vandalism risk. Premium line is for intensive public use; Budget line for a fast, lighter start.
